Saber platform is an electronic platform that facilitates the beneficiary s journey in the process of registering products, certificates of conformity, and issuing shipment certificates to ensure their safety before entering the Saudi market.

Regulated Products (High & Medium Risk)

Regulated Products (High & Medium Risk)

Products in this category are subject to Saudi technical regulations set by SASO. They must be evaluated by a SASO-approved Conformity Assessment Body (CAB) like Watheeq. Depending on product type and HS code, certification may include:
• SABER Certificate
• SASO Quality Mark
• G-Mark
• SASO IECEE Recognition Certificate
• Energy & Water Efficiency Labels
• Water Rationalization Certificate

Non-Regulated Products (Low Risk)

These products are not covered under Saudi technical regulations and can be registered via the importer’s self-declaration. After registration, an SCoC can be issued without:
• Third-party assessment
• Additional technical documentation
• Test reports or audits

Personal or Non-Commercial Imports

For personal-use or non-commercial products, Watheeq can assist in filing an exemption request to SASO. If approved, an SCoC will be issued. If rejected, a CoC will be necessary.

Product Certificate of Conformity Procedure (PCoC)

  • Log into the SABER platform

  • Submit product details and specifications

  • Select Watheeq as your CAB(Conformity Assessment Body)

  • Upload technical documentation for assessment

  • Watheeq reviews and verifies compliance with SASO regulations

  • Receive PCoC valid for one year via SABER

  • Pay fees through SADAD

  • Download the certificate directly from your SABER account

Shipment Certificate of Conformity Procedure (SCoC)

  • Create a shipment request on SABER

  • Link the valid PCoC to your request

  • Upload commercial invoice and shipment details

  • Add product models, quantities, and barcodes

  • Watheeq verifies compliance for the shipment

  • Pay fees through SADAD

  • Receive SCoC valid for that specific consignment
